An electric pump can be used to pump the water round, of course this will require energy also. Sensors will tell the pump to move the water round when it reaches the temperature that is undesirable. The water is simply pumped to the heat collector to be warmed up again.
Another system to heat water using solar power is a closed loop system water heater. A closed loop system water heater will keep the water in motion all the time. However this is a more difficult thing to build, so would be better left to a very experienced DIYer or a professional.
